Housing Department

 The Klamath Tribes Housing Department’s mission is to achieve program and individual self-sufficiency through providing decent, safe, and sanitary housing for eligible low-income Native American families residing in Klamath County, with preference given to Tribal members, elders and families with children. The Department will also strive to eradicate substandard housing, eliminate homelessness, provide housing assistance for foster care, and increase affordable rental housing and homeownership opportunities for low and very low-income Native Americans.

 

Housing Department Programs

The Klamath Tribes Housing Department operates and offers the following programs for your housing needs. To participate in any Housing Program you must meet all eligibility requirements according to each program’s policy. Please contact the Housing Department for eligibility requirements. 
All Tribal programs are alcohol and drug-free.

01. First Time Homebuyers Down-Payment Assistance Program

The purpose of this program is to provide eligible low-income Native American families with affordable homeownership financing opportunities to help improve their quality of life. This program will provide a loan on favorable terms to eligible homebuyers for down-payment assistance in the amount of $30,000 for the purchase of a single-family home in standard condition. This program will serve Tribal members in the State of Oregon.

02. Section 184 Indian Housing Loan Guarantee Program

The Housing Department works with certified lenders for Tribal members who want to purchase a home on trust or fee simple land. The Section 184 Loan Guarantee Program is not just for buying or building a new home it is also used to refinance your existing house. The minimum down payment is 2.25% and there is no mortgage insurance. For a name of a qualified lender please call the Housing Department.

03. Home Grant and Occupancy Program

The Housing Department currently operates the Home Grant and Occupancy Program for Tribal members who want to become homeowners and live on tribal land. The Home Grant and Occupancy Program is a lease-to-own program for 25 years at a 1% interest rate.

04. KTHD Homeowner Assistance Fund (HAF) Program
01. Emergency Housing Assistance Program

The Emergency Housing Assistance Program is to provide grant assistance to help Klamath Tribal members facing eviction for non-payment of rent, assist with security deposit payments or help those who are facing foreclosure due to delinquent mortgage payments. This program will serve Tribal members in the State of Oregon.

02. Emergency Shelter Program

The purpose of this program is to provide temporary housing to eligible Tribal Members who are faced with eviction or losing their home. This program provides a rent-free home for 60 days to allow the tenant to seek other housing and save funds for the required deposit and required rent.

03. Elder Emergency Repair Grant Program

This program provides a one-time grant to low-income Tribal homeowners that are 62 and older for health and safety repairs to their primary residence. Emergency repairs are limited to: roofing, heating, plumbing, and electrical. This grant is a one-time per family grant only.

01. Low-Rent Program

These homes are owned by the Klamath Tribes and managed and maintained by the Klamath Tribes Housing Department. The homes are located in Beatty, Chiloquin, and Klamath Falls, OR. Rent is based upon your total household income.

02. Rental Assistance Program

Rental Assistance offers a certificate to eligible Tribal members to seek housing in the private sector in Klamath County. This program subsidizes your rent payment based on your total household income. State Landlord-Tenant laws apply.

01. Preservation Program

This program offers a one-time grant to Tribal members who own their own home. The grant will modernize and preserve the home for future living.

01. Congregate Facility

The facility is a 14 unit complex with 1 and 2 bedroom units. This facility is apartment-style living with a common area and with coin-operated washers and dryers. This program subsidizes rent payments based on your total household income. This program follows USDA guidelines.
